In a memo sent by Janet Stover of IARF on December 3,
2003 it appears the 2% reserve issue is being resolved.
"It appears that the
ongoing efforts of the (Do The Right Thing) Coalition and so many others and
the pressure that was kept up during the Veto Session have been successful.
We believe that the 2% reserve will be lifted by Governor’s Office direction
to OMB. Congratulations to all who have worked so hard to make the
point that the 4% approved by the General Assembly this spring was so
vitally necessary. We are working with DHS, and the Governor’s
Policy Staff to determine the full details of this announcement and ensuring
that it will be lifted for DD, MI, and CILs – the service categories that
were included in the 4% CODB originally. We are also confirming whether it
will be retroactive to July 1, 2003. Stay tuned, we will be providing more
information as we have it."
