This accreditation outcome represents the highest level of accreditation that can be awarded to an organization and shows the organization's substantial conformance to the standards established by CARF. An organization receiving a Three-Year Accreditation outcome has put itself through a rigorous peer review process and has demonstrated to a team of surveyors during on an on-site visit that its programs and services are of the highest quality, measurable, and accountable.

Elm City Center is a nonprofit organization with offices at 1314 West Walnut In Jacksonville Illinois. We have been providing services to people with disabilities since 1959.

CARF is an independent, not-for-profit accrediting body whose mission is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process that centers on enhancing the lives of the persons served. Founded in 1966 as the Commission on Accreditation of Rehabilitation Facilities, and now known as CARF, the accrediting body establishes consumer-focused standards to help organizations measure and improve the quality of their programs and services.

. These are national standards for rehabilitation programs developed by other rehabilitation programs. The Illinois Department of Human Services has used CARF as a basic accreditation standard for many years. Certification allows groups like Elm City to achieve deemed status for basic business and service requirements that DHS may have. Some parts of DHS require accreditation as a basic package to qualify for doing business with DHS. If you are not accredited, you cannot work with DHS. There are several other accreditation bodies such as JCAHO for healthcare organizations that also qualify. There is a move within DHS to eliminate CARF accreditation because of the cost involved with the accreditation process. So far the Division of Developmental Disabilities is thinking about dropping it, but the Division of Mental Health is still mandating CARF accreditation.
