FOUR PERCENT GOES TO GOVERNOR

The Illinois General Assembly passed the state’s FY 2004 with a four percent increase in funding for community agencies. Given the state’s current fiscal crisis this is a tremendous victory for developmental disability and mental heath services in Illinois. It is expected that Governor Blagojevich will sign the bill.

You should take this increase as a great compliment to your tenacity educating lawmakers. Your message was obviously received by the General Assembly and the Governor’s Office.

The total impact of the increase is unknown. Legislation restoring the 1.25 percent cut has been sent to the Governor too. However, it is unknown if community providers will still be covered by the two percent reserve requirement.

There were many key legislators who worked to make this increase happen. We will get a detailed list to you later in the week. They made your agencies a priority in this budget and deserve a great deal of thanks. The Democratic leadership listened and four percent is the result.
