STATE BUDGET CRISIS
CONTINUES TO WORSEN
- State sources are discussing budget shortages of $1.4 billion. At
the March 26, 2002 Illinois Senate Appropriations committee meeting, the senators
said this is the worse budget shortage the state has seen in many years. It
is important to remember that this budget deficit does not go away at the
start of the new fiscal year on July 1, 2002. It will continue to grow
until revenues sharply increase or another round of deep cuts in expenses
happens. Gov. Ryan
has proposed severe cuts to human services, education and prisons across
Illinois. State payments are coming weeks later which greatly increases cash
flow issues. Many organizations are concerned about their ability to meet
their own expenses. DHS has said they expect numerous program closings and
mergers.
