Elm City Center

Highlights of 2004

1.     We pass CARF for a three-year accreditation.

2.     ECC adds 12,000 feet to the Hanback Building adding 3 docks. The Break area is tiled and Subway booths are added for eating areas.

3.     EMI announces it will outsource all manufacturing to Cinram in Richmond, Indiana. We have a booming Spring as EMI prepares for the change. Long boxes remain at ECC with more special packaging coming.

4.     Increases in local companies calling us to bid on projects.

5.     We pass the Developmental Training survey in April.

6.     Increased community outings/service by consumers with Bell Ringing, Pins for Vets, Grounds cleanup at parks and airport, Kiwanis Pancake and Sausage, Relay for Life, Special Olympics, Thanksgiving feast for 180 people, Festival of Trees, Caretrack, 3rd Annual Golf Outing

7.     We begin developing an internal computer network for use by staff.

8.     We work with IARF and many other community agencies to successfully lobby state Representatives and Senators about the effects of funding changes being requested by DHS.

a.      Moving from Grants to Fee-For-Service

b.     State funding issues remain unresolved while the state’s economy shows little progress.

9.     State services go through rapid changes in state staff as adjustments are made for retirements and reorganizations.

10. We have low staff turnover and start an Employee Assistance Program.

11. Daily census and referrals increase

Future

1.     Health Insurance remains a top issue for community providers across the state. Costs of Worker Compensation and liability coverage continue to rise quickly

2.     State funding becomes tied to Medicaid related criteria, which will restrict consumer’s choice and tighten criteria for services.

3.     Multiple new production customers are developed to replace financial offsets from EMI changes. EMI predicts digital downloads becoming 25% of total sales.

4.     We start looking at other program options including community placement.

5.     Statewide, community funding continues to show erratic performance. No significant solution is in sight.
