After 54 days of overtime, 17 Special
Sessions, and the longest session in Illinois history, the General Assembly
finally approved a budget for the State of Illinois. There was limited
opposition. State agency cuts ranged from 2.25% to 4%. DHS will be cut 3.5%
but community agencies are exempt from the cuts. It appears the $4M in
targeted cuts for Psychosocial Rehab Programs (our Outpatient 110 program)
are not included in the final budget. I am not sure if this means the
programs are indeed cut (Secretary Adams promised they were not) or the cuts
are simply not noted and will be funded from some other line item within
DHS. An interpretation of what the budget means will be coming from both
Illinois Assoiciation of RehabilitationFacilities and Illinois Manufacturer
Association. We belong to both IMA and IARF.
