Dear Speaker Madigan:
The Illinois Association of Rehabilitation Facilities (IARF) commends you on
your leadership and continued support of community providers of disability
services and supports. We wanted to thank you for signing on as a chief
co-sponsor and extending the deadline for HB 5000 and creating a Special
Committee on Fee-For-Service Initiatives. As you know, IARF initiated HB
5000 to address the proposed changes by DHS, which were planned without any
real consumer or provider involvement.
Your staff has been extremely helpful in getting DHS to provide some clarity
on their proposed changes. We want to continue to partner with you and the
Special Committee members to discuss an appropriate plan to transition to
fee-for-service and performance-based contracting and to maximize federal
Medicaid money. We want this transition to be as smooth as possible,
without causing anyone with disabilities, needlessly, to lose services or
supports provided in the community.
We appreciate your bi-partisan approach to examine these issues and we look
forward to working with you and Representative Daniels.
